what are the rules when it comes to lighting a tron map? how do you get everything like the way it is in the sp maps to where the icp's non glowing parts are showing instead of it casting shades or being completely dark?

Experiment, and then experiment some more.

Roughly, you need a minimum of five lights. One really big Light in the middle of the world and 4 really big dirlights to the left of the world pointing right, to the right of the world pointing left, to the front of the world pointing to the back and finally, to the back of the world pointing forwards.

You can position the dirlights outside of the ND brush (dedit will complain, but it doesn't seem to really matter). Make sure to set the LightRadius properties really high (like 20000 - 30000).
