It's the Text Adventure Development System, basically simplifies the process so that you don't have to learn programming from the ground up. It's a super simple scripting language and you can develop really quickly.
I used it back in the day, it's an excellent system. If you want an editor then I'd be more than happy to test and copy edit and give some thoughts, tech help, and feedback.
EDIT: Also, TADS lets you have visuals in it as well, so if you wanted to do something visual, then you could make a kind of hybrid game.
