I've got a similar theory as well, and that it's down to how IMPORTANT the Programs functions to the running of the System are.
Some of the Programs (such has Clu and Tron) have quite a promient roles in the System (Clu's an overseer and leader, Tron's pretty much head of security, etc), whilst WHOLE SEGMENTS of the population probably have small, more mundane things to do, and if that's the case then there would be a HIERCHY of importance in the System.
Or, to put it another way, if we were to think of these Programs in terms of HARDWARE, then the promient Programs (like Clu and Tron) would be the kind of Programs that would have their own CD and CD-ROM, whereas a large percentage of the 'Public' would probably appear has nothing more then a SINGLE LINE OF CODE on the computor screen, and nothing else.
When I do something like run a virus scan or defragmention, by screen fills up with WHOLE PAGES of code and text (which I dont really understand), and if my theory is right then there could be thousands of individuals there, some of which probaly wouldn;t constitute more then just a FEW CHARACTERS in a line of code.
