I predict that Zed is the same program as the one Next to Sam on the Recognizer in T:L.

It would make sense, seeing how that program really looks like Zed, but there's only one thing, Zed is dressed in Spandex the whole series indicating that's all he wears (mara does the same) and the program at the recognizer is dressed in a leather jacket and pants, so maybe that program jus tlooks like Zed

Another point is that Zed isn't totally inept when it comes to The Games. We see him fight against Mara in disc practice, although he isn't that good. Also he is adequate with lightcycle racing. So, I don't think he would be that afraid of the Games.
But, anything is possible.
