This is dead easy to make, you don't need any electronics experience to make it and it's very cheap:

I know the trail & cycle colours don't match, this is the only stuff I got right now. I'll post details of how to make it later, I gotta go out and get some food.

Abraxas, yup, plain ole EL wire, plus two other ingredients:
2mm thick acrylic / perspex sheet and thick clear tape.
Cut the acrylic to size; 58mm-60mm wide for the deluxe Light Cycles by as long as you want, then cut out the half-circle to fit the rear wheel with the slight slope down onto the top of the wheel, next tape the EL wire to either side of the acrylic, adding several more layers of tape to help diffuse the light and make it look more like the film.
EL wire can be cut to length, doing so increases the brightness of the remaining wire so don't cut it too short, it can be 'spliced' together but soldering this stuff is very tricky work and not reccomended if you'not competant with a soldering iron.
You could get creative and gently heat the acrylic to bend it round corners, or cut it in curves so it looks like the Light Cycle just landed after a jump.

eBay, search for '2mm acrylic sheet', best get clear sheeting because coloured doesn't work so well.
The EL packs can be found there too, though a lot of the EL wire packs are from China and are 7-10 feet in length.

I originally got almost no eBay search results because America use inches instead of mm  look for 1/16" thick perspex on eBay, which is about 1.5mm and still fine for this task. Try: http://shop.ebay.com/i.html?_nkw=(perspex%2Cacrylic%2Clexan%2Cpolycar*)+sheet*+1%2F16+(clear%2Ctransparent) Remembering that 60mm is about 2.36" so a sheet that's 8" wide is enough for 3 trails.

Well, I probably won't be undertaking the mod (I'd probably mess it up, lol)...but I gotta tell ya...I've never even HEARD of EL wire till now....AND I HAVE TO GET SOME!!! I can think of so many ways too use that stuff, and it looks awesome! Thanks Glitch!

EL (electroluminescent) wire is cool stuff, the yearly Burning Man festival probably has miles of the stuff wrapped around people/objects
Be careful not to bend it too sharply or the phosphorus inside that glows can be damaged and stops glowing at the bent point. Also because the wire needs high voltage low ampage AC to make it glow you really don't want to have any bare wires coming from the inverter, I've heard it can be a little painful accidentally touching those wires.
You can also get it in 'paper' strips and sheets, it can be cut to shape but I imagine trying to connect power to off-cuts might be very difficult so plan how you intend to cut it beforehand. Covering the paper type with vinyl cut-outs may be the best way to create light-up logos etc.
