Question and something noticed about the programs hanging at the EOL club.

I recently got a 1080p set and it's amazing what you notice when you watch it on one versus anything else. In the EOL club, I noticed a program in the background and to the right (I think) as Gem and Sam are on the stairs, who is casually walking around holding his disc in his hand. I don't think that's seen anywhere else in the movie.
Also, there are a ton of programs walking around without discs or which are concealed under their clothing. Now, I do understand that the EOL is a club and you're going to have outlanders mixing with the Clu-aligned, user aligned, grid warriors, and even the Black Guard. But to walk around sans disc is sort for asking for it, don't you think? To go to da club without your disc where the black guard hang out would be like walking up to a cop in our world and blowing weed smoke in his face. What gives?
