One of the reasons 2.0 piggy-backs to Legacy quite easily is the detail (confirmed by I-No) that Tron "mysteriously vanished" after the events of the first movie. Tellingly, several in-game emails imply Flynn had a hand in it. There's also zero mention of Yori in either sequel...
This means Jet doesn't get the opportunity to meet his de facto brother and sister. He probably heard all kinds of stories from his godfather, of his heroic siblings in a world just out of reach. Maybe he believed them or wanted to believe them.
