I used pinstripe tape (from Walmart-automotive) to create circuits for a TRON helmet! I know you could get some red and white pinstripe tape (can't remember if there are more colors besides black, red, and white) and make some Recos and stuff, and it would probably make some of the design easier! You wouldn't have to paint it all that way!

I'll have to check that out too - I have been using painters tape to create the stencils. I have a crappy pic of what I am designing at the moment but I guess it has to be linked from another source, correct?

You can do everything with vinyl. Might cost you a little money but will save on time.
Design everything you can in something like Adobe Illustrator or Corel, bring to a sign or convention display store, they pop the disk in and it gets printed out on stick and peel vinyl, they'll even apply it flawlessly for you. You could also have it applied to other materials so you can take it down and take it home with you when the time comes. It lasts forever.
Get your art together and get an estimate first.
It's very possible these days that the rolls of vinyl and the cutter are cheaper than you'd expect.
Use the tube, end to end LED connectable x-mas lights. They are often available year round. Line the floors, ceilings, and entrance areas with them. The blue is especially nice.
You can only use the black lights away from those other wretched fluorescents, so only use them someplace where you can isolate them without anyone tripping over themselves.
Best bet would probably be just inside the entrance, so people glow as they walk by or enter the place.
