They didn't say for certain that Yori would be returning - they said they don't know.
I really hope that they do include Yori and Dr. Lora Baines-Bradley. Yes, Tron Legacy was a Father & Son story, but here's the point that many keep missing: they were using a laser that was pioneered by a Woman. There's no way that Kevin Flynn could have built that Shiva Laser#2 by himself without her help.
