I think The Reel Todd and GWPGearWorx can best help you in that area. I seem to recall both have tried this effect.

I do not use AE personally, but I know that one can apply glow effects are very similar to the way it is done in PhotoShop. There are glow settings available and you can key in on a desired color and apply a glow to it.

Ok, that's a really short and quick nutshell version, but that's all there is to it. The rest is getting to know your FX application and learning how to best utilize it and get clean mattes and keying, etc. You may not start off with something you find spectacular - getting clean FX can be tricky. That is something you'll need to experiment with and learn through experimentation. That is how I do what I do - experiment until I like the effect. I often learn new effects I wasn't even thinking about in the process too

Just remember - anyone can generate some basic FX. But it takes time and patience to learn how to craft the really cool stuff. Time to learn it, and time to apply it properly. Of course in time, you'll be able to pull it off more efficiently as well. Just experiment and have fun with it. That's the best advice I could probably give.

I have thought of a method. It is sort of like the way they did it in the movie but different.

Shoot your actors in their circuit suits on a bluescreen then import your footage into AE. Use keylight (if you have the pro version) to get rid of the bluescreen. I don't now what you would do to get rid of the bluescreen with standard. Now desaturate it by going to effects/adjust/hue and saturation. Bring the saturation down all the way. Now duplicate the footage in your comp(ctrl+d) then go to effects/channel/invert.

Now go to levels again and play around with the lower input settings until all you have is the white lines. Get a mask and mask out the face by setting the mask mode to subtract. Now set the footage blending mode to screen. Now go back to levels and set your channel to red and bring the upper output levels to zero and you should have cyan lines now. Now duplicate that layer and go to effects/blur and sharpen/gaussian blur and give it a blur of your choice. Go back to the original glowing lines layer and give it a slight blur to get rid of some jagged edges that would most likely be there. Now go back to the glow layer and give it some color by going to effects/adjust/color balance. Check preserve luminosity and give it a cyan glow by putting the settings on midtones red: -100 highlight red: -100.

I don't have any camera to test this out and it is just an Idea, that I think will probably work.

Its a photoshop job through and through, no special filters, just using the basic toolset that comes with the package. I've expanded and changed my methodology quite a bit since this pic was done, got a completely different way of glowing the circuits now.
