Cool gif there. I think he kind of ingores the spinning somehow. Unless he was concentrating on something else.

He only talks after he stops spinning. At least in the actual MCP scenes. As for other times, like in Dillinger's office or on the command deck of Sark's Carrier, I would imagine that the "head" of the MCP is not actually talking at the time, but he's just projecting his "thoughts" or image to wherever he wants.

If he does get dizzy, why does he spin so fast! Slow down a little  and it should not happen. (get it?)
