How could they not suspect that in the modern information age? The moment the puzzle of ANY game is solved, a dozen walkthroughs spring up. Either way,I'm pretty sure it was supposed to come through email, so why even bother limiting it?

I'm sure the plan on sending something; maybe just not everyone who won. The term "may" doesn't guarantee anything. They probably used "may" to cover themselves in case more people beat the game than they have supply of prizes on hand.
