Start over from scratch.

There's no save game editor. But the Killer App Mod pretty much makes one unnecessary, anyway. The Gold cheat feature lets you get all gold subroutines, armor, surged ratings, etc. There's even options for permanent God mode and all permissions. The only thing it doesn't do is give you extra build points. You have to earn those normally.
