Here's something that has just literally occurred to me, just now has I was reading through these pages.

Nowdays tech companies can now sell you portable VR headsets which you can now use at home. I've seen the adverts on TV that allows you to attach a Iphone to a helmet and seen VR images.

If that's the case then why wont anyone do a recreation of The Grid? It doesn't have to be the entire Grid (because it is quite expansive) but part of it (especially the City area).
When they developed Tron Evolution the games developers managed to recreate the look of the film brilliantly for the game. Imagine that has 3D?
