OK, someone want to explain a quirky thing in the first film? Flynn finds out that he has met programs, written by humans, in human form. But toward the end, when he mentions the light cycle game, he tells Tron he wrote the program for it. But the light cycle game is not a human appearing program, it seems more a function. So does that mean that not all written programs take human form? Seems odd to me to have programs appear human, but Flynn can write a program that doesn't.

the Light Cycles are also a program as well, they just don't take on a humaniod form since they are specifically meant to be vehicles.
The humanoid Programs are not specified in their code to be vehicles, more so data operations/operators, or other specific routines/scripts etc...
